Akuma
Akuma is notorious for his knowledge of how to perform the Raging Demon. The Raging Demon is such a powerful move that Akuma's master, Goutetsu, forbade Akuma from learning it. Goutetsu's ancestors had banned the teaching of the technique for they knew that it could result in the practitioner's death for the Raging Demon summoned all that was evil in the practitioner. Such a move had no place in Shotokan karate.
Akuma believed Goutetsu and his ancestors were fools for not using a technique that could unleash so much destruction. After all, in Akuma's mind, the goal of any battle was to be victorious. To that end, any means should be employed to attain victory. He mused, "It is cowardly to avoid a technique because you fear it. A life of fear is not much of a life."

Akuma was certain he could perform the Raging Demon and survive. All he needed was an opportunity to execute the technique. Akuma's dreams of becoming the most powerful warrior ever obscured the teachings of Goutetsu. During a sparring session with Goutetsu, Akuma saw a chance to perform the Raging Demon. He felt as if the technique would consume him with its power. The technique completed, Akuma watched as Goutetsu's mangled body crumpled to the ground. Akuma had chosen to embrace all that was evil within him. His fate was sealed.
Alex
Alex is a retired soldier living in Manhattan with his father's old friend Tom and Tom's daughter Patricia. When Tom is badly beaten by a mysterious challenger, Alex seeks revenge.
He has not seen his parents since he moved out as a teenager. Brusque, taciturn, and straightforward in manner, Alex often gets into trouble, but essentially, he's not the sort of person that makes enemies.

Despite his size, this brawler can move with amazing speed to get in close and pummel his opponent with punches and execute powerful throws.
Ibuki
Ibuki is a 16 year-old ninja who enters the tournament as a final exam to graduate from her shinobi school. Since her village is entirely populated with ninja, Ibuki's skills have been honed virtually to perfection. With a variety of movements, she can zero in on her opponent's weak points.
Usually, Ibuki acts just like any other high school student -- somewhat lackadaisical, but an enthusiastic pop idol fan -- but in battle she's as dangerous as they come.
Oro
Oro is a sennin, a Japanese "immortal", who is rumored to be over 140 years old. He lives in a cavern in the Amazon jungle. He appears to be of Japanese origin, but little else is known about him. Although he cuts a somewhat comical figure, his total lack of greed and ambition have allowed him to become the master of skills beyond those of any ordinary man. Using his experience and his unflagging athletic abilities, Oro's movements flow freely. Even motions that appear wasteful show very little opportunity for exploitation by his opponent. Out of boredom, he embarked on a journey to seek out the ideal successor to his school of earth magic, but he has been unable to find any fighter worthy of his real effort. After some deliberation, he sealed the use of one arm by magic in order to equal the playing field for his opponents, so apart from mealtime, he is limited to one arm for his daily affairs. Sometimes the magic seal swaps arms while he sleeps.
Remy
Remy's history is somwhat of a mystery. Most of what I know of him comes from his ending, so I'll try to provide as much information on him as possible without ruining the ending.
Remy's fighting style immediately calls into question his parentage. Who could have taught him skills that essentially mirror Guile's and Charlie's fighting style? It seems safe to assume that one of them is Remy's father. It has been speculated that Blaire Dame (Streetfighter: EX) hails from France and thus could be Remy's mother. The EX series has never been considered an "official" part of any fighter's history, but both Remy and Blair are from France so this supposition seems as likely as any other.

Other evidence to support the theory that Guile is Remy's father is found in Remy's conversation with Alex before their fight. Remy mentions that his father considered himself a warrior and betrayed his family by deserting them. SF2 fans will recall Guile did indeed desert his family, if only for a short time, to pursue M. Bison and avenge Charlie's death.
Urien
Urien is Gill's brother. He is intensely jealous of Gill's position as Emperor and secretly wishes to usurp his brother's power.
He posesses super human abilities; his body is as hard as iron and can withstand terrific punishment.

Urien was responsible for several genetic experiments. Necro was the product of these experiments. However, Necro was considered a failure and Urien feels tremendous embarrassment that Necro still lives. He resolves to destroy Necro on his way to battle Gill.
Yun
Yun, as well as his twin brother Yang, is an expert in Chinese martial arts. They both rely on their agility and speed to confuse their opponents. Separated from their parents during their infancy, the two were raised by their grandfather, who is rumored to be Gen from the original Streetfighter, in Hong Kong. The two name eight underworld bosses of Hong Kong as their godfathers, all of whom are very pleased with the emerging street leaders.
Yun attacks have been likened to the fleeting wind; delivering strikes quickly and then evading his opponent's blows. Yun is the more responsible of the two, a born leader, although he can be very impulsive.
Makoto
Since I don't read Japanese, I don't have any history or background info on Makoto. My brother, however, does read, write and speak Japanese so hopefully he'll be able to come through for us! Go Brian!
What I do know of her comes from her ending. Apparently her father's dojo is in trouble because no one is attending since her father and grandfather aren't very good martial artists. Makoto takes it upon herself to bring honor and prestige back to her father's dojo.
Sean
Sean is a Brazilian fighter with uncanny athletic abilities from an average household. Strictly disciplined by his Japanese grandfather, Sean is polite and courteous and possess a single, passionate desire to win.
Inspired by Ken at a fighting tournament, he hits the road in pursuit of his idol. Under Ken's tutelage, Sean fights very aggressively and develops his own style but without the cutting edge of Ken's attacks. His reckless style leaves him vulnerable to counter strikes even while he is attacking. He hopes to develop his own power moves one day.
Dudley
A heavyweight boxer who can fight in close or at arm's length. A perfectionist, this fighter seeks elegance and style in his battles. A Briton and the son of a celebrated athlete and businessman, Dudley knew no hardships growing up. When his father's business failed in his university years, Dudley stepped into the ring to earn back everything his father had lost.
Armed with the smoking punches expected of a heavyweight as well as weaker punches designed to keep opponents at bay, Dudley is force to be reckoned with.
Hugo
A top-ranked German wrestler in the American Pro-Wrestling circuit, Hugo stands approximately 7 feet, 9 inches tall (240 cm) and weighs around 441 pounds (200kg). His freakish muscle power allows him to move nimbly despite the huge mass of his body.
Hugo has entered the Street Fighter tournament to find a worthy partner for the upcoming American Pro-Wrestling tag team tournament.
